Emission Reduction Units
Under the Joint Implementation (JI) of the Kyoto Protocol, it is possible for an Annex B country to purchase Emission Reduction Units (ERUs) from another Annex B country. One ERU corresponds to one ton of CO2. The basic idea behind this: No matter where greenhouse gases are produced, the main thing is that emissions are reduced - even if this happens in another country.
Emission Reduction Units
Unter der Joint Implementation (JI) des Kyoto-Protokolls ist es einem Staat aus dem Annex B möglich, sogenannte Emission Reduction Units (ERU) bzw. Emissionsminderungs-Zertifikate in einem anderen Annex-B-Staat zu erwerben. Eine ERU entspricht einer Tonne CO2. Der Grundgedanke dahinter: Entscheidend ist die Reduktion von Emissionen, unabhängig davon, wo Treibhausgase entstehen und ob die Emissionsreduktionen in einem anderen Land erfolgen.
Multiplikator für das Treibhauspotenzial
Damit das funktioniert, hat die Wissenschaft für verschiedene Gase, die den Treibhauseffekt begünstigen, jeweils einen Faktor errechnet, um sie mit CO2 vergleichbar zu machen. Ein Beispiel: Biogase, die auf Deponien entstehen, haben auf 100 Jahre gesehen einen 25-mal höheren Einfluss auf unsere Atmosphäre als Kohlenstoffdioxid.
Der Handel mit CERs (Certified Emission Reduction Units)
Für Staaten, die unvermeidbare Treibhausgase produzieren, ist der Erwerb von ERUs hilfreich. Umgekehrt verdienen Staaten daran, ihre Projekte zu verkaufen, mit denen Treibhausgase eliminiert werden. Damit diese Programme offiziell als ERU gelten und überhaupt gehandelt werden dürfen, existieren CDM-Kriterien (Clean Development Mechanism), die die UNFCCC im Kyoto-Protokoll festgelegt hat. Erfüllen sie die CDM-Richtlinien, erhalten ERUs ihre offizielle Zertifizierung.
Greenhouse potential multiplier
To make this work, scientists have calculated a factor for each of the various gases that contribute to the greenhouse effect to make them comparable to CO2. For example, biogases produced in landfills have 25 times more impact on our atmosphere over the course of 100 years than carbon dioxide does.
Trading CERs (Certified Emission Reduction Units)
For countries that produce unavoidable greenhouse gases, the purchase of Emission Reduction Units is helpful. Conversely, countries earn money by selling their projects that eliminate greenhouse gases. In order for these programs to officially qualify as ERUs and be traded at all, there are CDM (Clean Development Mechanism) criteria set by the UNFCCC in the Kyoto Protocol. If they meet the CDM guidelines, Emission Reduction Units receive their official certification.
